Apparently Presdient Bush could care less about dolphins and whales. He exempted the Navy so it can continue using sonar in its anti-submarine warfare training off the California coast. Which a 12 mile stretch was banned from using sonar, until President Bush signed an order to exempt the Navy. Using sonar kills dolphins and whales. Bush could care less. His war must go on.
